I'm on Windows 11 and export mp3's and wav's no problems. 5.1, 5.1.2, 5.1.3
I've tested and verified some 3rd party plug-ins cause bouncing glitches when they are nested in a Bitwig device rack (sixthhsample/vahalla plug-ins,) but that's the only export audio bug I've encountered thus far, and that's platform wide on both mac and pc.
Having no definite answer for your specific problem, try some troubleshooting steps:
First try something simple to narrow this down, because I suspect this is probably not a "Windows 11" thing. Open a blank new session, not a template, create a single Bitwig instrument like a Polysynth, pencil in a note held out for like two bars, then bounce those two bars down as a wav and mp3 and see if that works. If that does work, that might tell us if there is a 3rd party plug-in you're using causing your problems in your actual sessions you're trying to bounce down. Now why a 3rd party plug-in would cause the failure of an mp3 encode post bounce is anybody's guess, but believe me I've encountered more inexplicable bugs in DAWS before lmao.
