That's a pretty horrible mess, and I'm prepared to bet that it wasn't that bad before they started. They've missed at least three obvious dry joints on one of the PCBs, and I don't think they've repaired all the cracked tracks in the first pic.

It's probably fixable but it would be something an enthusiast would do for fun rather than being worth paying someone to fix.

The thing about lifting pads is semi-true. Inexpensive paxolin PCBs like that - they're basically brown paper and epoxy glue pressed really thin - can have the track lift off but only if you're extremely clumsy with it. This does not look like the work of an experienced engineer.

If you wanted to get into it yourself, I would suggest downloading the service manual, and starting at the power supply and checking that all the outputs including the muting one are present and correct, and then moving on to the reset circuit. If there is excessive ripple on the 5V rail it will never come out of reset.
